      Clarifying the cost of new municipal center Guest Column Emilia M. Siciliano
           The building of a Municipal Center in Shrewsbury has been a subject of debate for many years. In 1964, a report filed on behalf of the mayor and Borough Council by the Municipal Center Study Commission stated: "There has been no central location for administering the many and varied functions of the borough or for housing the necessary records. Time and time again the question of building a municipal center has arisen, and each time it has been postponed. There no longer can be any question as to whether Shrewsbury needs such a center, or whether it will have one. The only question is when it will come to pass."
