      I n the debate over replacing the Highlands-Sea Bright bridge, I haven't seen any discussion (I might just have missed it) about a fixed span being more energy-efficient than a drawbridge. I think NJ DOT says they prefer fixed spans for their lower operation and maintenance costs.
